Following Anne Chapman’s incredible data-driven presentation, Chris Saldaña, an assistant professor of K-12 educational leadership and policy analysis, will further enlighten us as he elaborates on the topic of Funding Adequacy based on Wisconsin’s standards, aiming to increase your understanding of funding needs in our state.

WISCONSIN EXAMINER - Public education supporters’ summit highlights school funding, ways to advocate for more

Anne Chapman, research director with the Wisconsin Association of School Business Officials, informed attendees on the issue during a session that focused on what schools might want to consider in the leadup to the next budget. Chapman told the Examiner that her job is to help people, especially when they are looking to advocate for their schools, understand how funding works and the problems and challenges that presents for districts. 

“My hope is that wherever you sit on the spectrum of what school funding should be like, in Wisconsin, you do have the facts,” Chapman said.

Call for 2025 WSSCA / WJOA Annual Conference Breakout Session / Workshop Proposals

The Annual Conference Planning Committee is seeking proposals for breakout sessions/workshops at the Annual Conference on March 6 & 7, 2025.

Proposal Information Needed

To submit a proposal, please email conferenceproposals@wssca.org with the following information.  Proposal submittal deadline is September 8, 2024.

  • Session/workshop title

  • Presenter names, titles, organizations and email address (Presenter information may be added or corrected later. But if known, please add when submitting so duplicate submissions can be caught.)

  • Proposal description - generally, 100-150 words; write it as though this is the description you want shown in the conference e-booklet and conference marketing communications, use third-person point of view

  • Learning objectives - explain what the main takeaway for attendees is

  • Methodology/Engagement - explain how you are going to conduct your presentation and facilitate engagement with workshop attendees.

  • List all school districts, exhibiting companies or other organizations planning to participate in this session.

  • Indicate if you are willing to conduct a post conference session as a repeat or in-depth follow-up presentation to individuals not able to attend the conference

Update From CEF (Center for Education Funding)

I.  Policy Intelligence and Education News

  • Appropriations update – After passing one more fiscal year (FY) 2025 appropriations bill but stopping short of voting on another, the House recessed a week early and won’t take any more action on funding bills until it returns in September, when attention may turn to passing an extension of current funding before the start of the new fiscal year on October 1.

  • The Senate is in session this week and the Senate Appropriations Committee will mark up four of its remaining five bills on Thursday morning starting at 9:30am ET, including the Labor-HHS-Education bill. The Committee dropped the Homeland Security bill from its schedule this week, so at best it will have passed 11 of the 12 government funding bills but taking no votes on the floor. We’ll likely see a summary of the bill on Thursday morning, and then bill text, draft Committee report, and list of amendments on Thursday evening on the markup page here.

  • The Senate Committee is adding that extra funding as it marks up its bills, plus another $13.5b in emergency non-defense funding and $21 billion in emergency defense funding. I expect the Labor-HHS-Education bill will get a good chunk of the extra funding and the bill total will be an increase over last year’s total. Comparing just the amount under the caps – not counting the extra funding – the Senate’s allocation is higher than the FY 2024 capped total for the Labor-HHS-Education bill.

  • Last year’s bill had a slight cut to the Department of Education, with a few small increases primarily to state formula grant programs. It wouldn’t surprise me if the Senate’s FY 2025 bill has more education increases than the final FY 2024 bill, but whether those increases make it into a final compromise FY 2025 bill with the House is another question.
