Legislative Update for the Week of October 1

National Level Legislative Update From NREA/CEF
FY 2019 education funding bill signed into law – On Friday, President Trump signed into law the appropriations package that provides full-year fiscal year (FY) 2019 funding for the Labor-HHS-Education and Defense appropriations bills. The package also contains a “continuing resolution,” or CR, that extends current funding through December 7 for the programs in the seven FY 2019 appropriations bills that have not yet been enacted. The House announced late last week that it will be in recess until November 13; the Senate is scheduled to remain in session through October 26, but that date could be moved up depending on what remains on the Senate’s to-do list. Congress will return after the election for a lame-duck session to consider the remaining funding bills, and how the negotiations turn out depends in part on the outcome of the election. For example, if Democrats will have the majority in the House in the 116th Congress, they may try to delay finalizing the bills until January when they can have more impact on the outcome.

Overall results held steady on Wisconsin Student Assessment System (WSAS) exams given during the 2017-18 school year, with some promising gains in mathematics achievement across most grade levels.
